Abstract: With increasing attention paid by country to marine development, concept of marine ranching has gradually become popular in China．Tourism is carried out on basis of marine ranching, and marine ranching and leisure fisheries emerge as times require．Development situation of marine ranching, leisure fisheries, and marine ranching leisure fisheries in China was summarized and sorted out．Problems of unclear regulatory authorities, obstacles to deep integration of industries, single service forms, lack of characteristics, incomplete supporting facilities, poor entertainment experience, high investment costs, narrow financing channels, lack of high-quality talents, insufficient labor force, and unreasonable resource allocation in marine ranching leisure fisheries, were concluded and organized．To address issues such as low level of industrial integration, it was necessary to clarify regulatory agencies, guide healthy development, create diversified tourism products, promote industrial structure optimization, enrich supporting facilities, increase diversified gaming experiences, increase policy support, introduce capital participation, create more job opportunities, hire high-quality personnel, promote industrial transformation and upgrading, and achieve sustainable development, from those to promote further development of marine ranching and leisure fisheries．
