Abstract: Promoting reform of household registration system is the important content of integration of urban and rural development and speeding up development of new urbanization.Household register management system reform of Beijing city is development need of both times and Beijing′s own.In the new period，household registration system reform of Beijing city should be put on public policy agenda，and its program should be co-ordinated.With the urban and rural residents of Beijing city and floating population without Beijing household registration，classification and step-by-step reform policies will be carried out.From space level of all administrative area of Beijing city and capital circle，industry layout and allocation of public resources should be correspondingly adjusted.
