Abstract: Under background of global climate warming and shortage of freshwater resources，Rizhao，as a typical coastal city，efficient utilization of agricultural water resources is the only way to implement construction of ecological civilization and achieve sustainable development.Combining Rizhao meteorological，irrigation and water conservancy，land utilization，experience of coastal city for agricultural water resources utilization was discussed and summarized，and coastal city agriculture development under perspective of ecological civilization was explored.In Rizhao，agricultural population of cultivated and land distributions showed regional differences，meanwhile the dry land area was large，and relative lack of reservoir engineering.All of these severely restricted agricultural development，and affected construction of ecological civilization.Reasonable and effective construction of farmland water conservancy projects，the work of water and soil conservation and the introduction of water-saving irrigation technology，could fully promote reasonable utilization of resources and agricultural multi-function development，which provide construction experience of ecological civilization and efficient utilization of agricultural water resources for coastal city.
