Abstract: With development of China′s economy into new normal state，the reform has entered in deep water area，social development has entered a new stage，agricultural development structure，rural development environment and farmers′ development concept are undergoing profound changes.Meaning and characteristics of modern agriculture，effective way to develop modern agriculture，connotation of new farmers，and relationship between developing modern agriculture and cultivating new farmers were introduced.
