Division of High and Low Risk Areas of Apple Policy Agricultural Insurance in Yan'an City

利用延安市2011—2021年气象数据、2019—2021年苹果保险理赔数据,采用统计方法和专家评定法,确定延安市苹果政策性农业保险高低风险划分指标,划分出高低风险区。结果表明,2011年以来,延安市有5年出现严重冰雹天气、3年出现严重花期冻害天气,气象灾害造成延安市苹果保险严重透支。以乡镇(社区、街道办)冰雹出现日数≥8 d作为区分高、低风险区的指标,结合冻害影响,将延安市70%的苹果种植面积定为高风险区,实现苹果政策性农业保险健康发展。
Abstract:Using meteorological data of Yan'an City from 2011 to 2021 and apple insurance claim data from 2019 to 2021, high and low risk division indicators of apple policy agricultural insurance in Yan'an City were determined by using statistical methods and expert evaluation methods, and high and low risk areas were determined.Results showed that severe hail weather occurred in 5 years and severe frost damage occurred in 3 years since 2011, which caused serious overdraft of apple insurance in Yan'an City.Taking number of hail days in villages and towns(community and street office)≥8 days as index to distinguish high-risk area from low-risk area, combining with effect of freezing damage, 70% of apple planting area in Yan'an City was designated as high-risk area to realize healthy development of apple policy agricultural insurance.
