Utilization and Development Strategies of Agricultural Water

Taking Heilongjiang, Jilin and Liaoning provinces as the research object，this paper analyzes the status of agricultural water resources, the conditions required of the main crops and the constraints of irrigated agriculture .Changing the method of water use, improving water use efficiency, the combination of water-saving irrigation and soil conservation, developing the Integrated technology, construction of modern water-saving agriculture, realization of the sustainable use of water resources, virtuous circle of ecologic environment, social and economic sustainable development finally are the key problem of the strategy of northeast region countermeasure.
