Discussion of Collective Forest Right System Reform in Lvliang City

Collective forest right system reform is a big change of China rural operation system after household contract responsibility system.It has a great and far-reaching influence on rural development and economic & social development.It is not only beneficial to promote development of forestry，increase farmers′ income，but also helps to improve ecological environment.Forest right system reform is a complicated process.Its task is to clear property right according to law，allow flexibility management right，implement disposition right，ensure earning right，and implement the four rights through the forest ownership certificate.Shanxi lvliang city began to collective forest right system reform in 2009.Some methods to solve the problems which were emerging in forest tenure reform work in recent 3 years were summarized.
