Irrigation District Rehabilitation and Water-saving Corollary Reform Project in Ningxia Large-sized Irrigation DistrictTaking the Second Farm Canal as Case

Ningxia large-sized irrigation district rehabilitation and water-saving corollary projects started in 1998.Comprehensive control capacity of channels was increased.Water-saving awareness in whole irrigation district area had further improved.‘Two changes and one improvement’ project was steadily promoted.Some measures like control and reinforcement water，conservation and efficiency，and so on had achieved remarkable results.However，most of irrigation district water conservancy were transformation and build on the basis of the original in the 1950s and ′60s.Because of some questions（large scale of irrigation district，lots of issues left over from history，weakness of irrigation works infrastructure，large demand of reform，and limitations of financial investment），some outstanding issues（imperfection of water resource integrated control system，low rate of canal lining，serious aging of large scale pumping station，poor drainage，weak flood-prevention system of main channel，lack of management facilities，and so on）had to be resolved.Utilization coefficient of irrigation water was only 0.41.So this irrigation district had become one of the most seriously aging irrigation areas.
