Stakeholders′ Identification and Conflict Management of Model in Land Consolidation Dominated by Village Collectives：Taking Z Village Land Renovation Project in C Town of Beijing City as an Example

In recent years，some village collectives began to have desire to invest in land consolidation，and to avoid government-led way to self-financing and self-consolidation.The village collectives are the main actor of land consolidation，as for the village collective self-consolidation behavior，taking Z village in Beijing as an example，a comparative analysis with traditional land consolidation model of roles，power and responsibilities，and interests of various stakeholders in Z village land consolidation case were made by using theory of stakeholders.On the basis of this，it showed conflict in the land consolidation mode dominated by village collective，and some suggestions on development of land consolidation model led by the village collective，were put forward，such as orientation of government and village collective，reduction of stakeholders′ dependence on land.
