Current Situation and Countermeasures of Agricultural and Rural Environmental Governance in Resource Based Cities

According to dynamic update data of pollution source census，agricultural pollution is one of the important sources of pollutant discharge，and resource based cities bring a lot of pollution to local rural environment due to extensive development of former.Agricultural pollution abatement is an important battlefield to build an ecological civilization.At present，rural environmental pollution sources mainly include agricultural production pollution，pollution of rural living garbage，transfer of urban garbage to rural areas，and industrial pollution.The main reasons include lack of legal system，imperfect administrative system，weak awareness of villagers′ environmental protection，lack of integrated operation and development of township enterprises and imperfect market mechanism of health care.Suggestions are as follows：to improve agricultural and rural environmental protection legal system，to build agricultural and rural environmental protection management system，to improve farmers′ awareness of environmental protection and health care market mechanism.
