Management of Boundary Mismatch Problem in Agricultural Water-saving Irrigation Project Based on PPP Mode

Public-private partnership PPP mode has been used in agricultural water-saving irrigation project recent years.In order to solve facilities and service boundary mismatch problem in process of using PPP mode，‘exit barriers’planning was put forward，two aspects had been improved in view of incompleteness of contract with PPP contract mechanism as carrier，one is incentive problem of private investment，another is to protect farmers' interests，solution of these two problems could solve mismatch problem.
