Difficulties of Management System in Reform of Water Conservancy

Water conservancy is an important part of farmland management，which is related to development of agriculture and progress of rural economy.However，there were still many problems in current water conservancy management system，which need to take some reforms of management system completely.Difficulties existing in reform of management system of water conservancy was analyzed.
