Desolate beach is important reserve cultivated land resources in our country.Taking the Bailongjian waste rocky beach land reclamation project in Huayin in Shaanxi province as an example，land engineering technology to reconstruct plough layer and open up new cultivated land resources were utilized，which was of great significance to achieve high-quality development of regional social economy.
