Difficulties and Countermeasures in Circulation of Collective Commercial Construction Land:Based on Analysis of Survey in Xuzhou

The No.1 Central document in 2019 and 2020 continued to focus on issues of agriculture，rural areas and farmers，and proposed to comprehensively push forward reform of collective commercial construction land access to market and accelerate establishment of unified urban and rural construction land market.Based on actual questionnaire data from three survey points in Xuzhou，difficulties in operation of construction land and causes of the dilemma from mid-term and later stages of transfer of collective management construction land in rural areas in Xuzhou were analyzed.From perspective of laws，regulations，government，collective and individual，five suggestions were made to determine the subject，method and price of circulation，and to establish reasonable income distribution mechanism.
