Abstract: With rapid development of agricultural specialized cooperatives in China, they have become new significant agriculture operators and backbone of modern agriculture construction．According to requirements of "Qilu Model" for rural revitalization in Shandong Province, Haiyang City takes realization of modern agricultural cooperative management as starting point, and takes adjustment of agricultural industrial structure and industrial revitalization as breakthrough point to vigorously develop characteristic agricultural planting industry．Development of professional cooperatives also shows a new trend．Development and operation mode of cultivation of professional cooperatives in Haiyang City were studied through field investigation and questionnaires, collecting first-hand information on empirical analysis．Some suggestions have been put forward to offer theoretical references to realize harmonious development of cooperatives．
