Abstract: To adapt to hilly agriculture development and agriculture in Zhejiang Province "machine substitution" demand for agricultural machinery and equipment technology, problems of rice mechanization development in hilly areas of Zhejiang Province were summarized using method of SWOT analysis．Overall plan and critical task of rice mechanization development were put forward．Suggestion was given to promote rice mechanization development．To accelerate development of rice mechanization in hilly areas and promote agricultural modernization, "two harmonization" and "two adaptation" should be taken as main path with help of policy and technology combination tools．
