Abstract: Present situation and existing problems of agricultural products industry development in Shaanxi Province, and influencing factors restricting development of agricultural products in Shaanxi Province, were expounded．Aiming at problems and influencing factors, some countermeasures for improving high-quality development of agricultural products in Shaanxi Province were put forward under background of "the Belt and Road" initiative．
