新疆昌吉州农业发展与水资源协调度测评

Evaluation of coordination degree between agricultural development and water resources in Changji Prefecture of Xinjiang

  • 摘要: 筛选13个水资源系统、农业系统关键性指标,构成综合评价指标体系,利用熵值法确定指标权重,参考物理学中的容量耦合内容,建立水资源系统−农业系统耦合协调度模型。结合新疆维吾尔自治区昌吉回族自治州(简称昌吉州)水资源及农业经济发展状况,将水资源系统与农业系统的综合协调度分成3个阶段、8种类型。测评结果表明,近21年来,昌吉州水资源与农业发展相互影响、相互制约,农业的快速发展使水资源大量消耗。受到水资源制约,农业发展的效用出现递减趋势,水资源系统与农业系统耦合协调度一度恶化为濒临失调衰退型。2015年以后,昌吉州强化落实最严格水资源管理制度,严控“三条红线”,节水增效、退水减地和清洁行动等一系列政策措施有序推进,水资源生态环境得到改善,耦合协调度有所提升。未来,昌吉州应从健全水权分配制度、推广农业高效节水技术、退减灌溉面积、开展生物工程建设及压减地下水开采量等方面着手,兴利除弊、革故鼎新,发挥水资源最大效益,实现区域农业可持续发展。

     

    Abstract: Thirteen key indicators of water resources system and agricultural system were selected to form a comprehensive evaluation index system.Entropy method was used to determine weights of indicators, and capacity coupling content in physics was referenced to establish a water resources system and agricultural system coupling coordination model.Based on water resources and agricultural economic development status of Changji Hui Autonomous Prefecture(referred to as Changji Prefecture)in Xinjiang Uygur Autonomous Region, comprehensive coordination degree between water resources system and agricultural system was divided into three stages and eight types.Evaluation results indicated that, in the past 21 years, water resources and agricultural development in Changji Prefecture have mutually influenced and constrained each other, and rapid development of agriculture has led to a significant consumption of water resources.Due to constraints of water resources, utility of agricultural development has shown a decreasing trend, and coupling and coordination between water resources system and agricultural system has deteriorated to a state of imminent imbalance and decline.After 2015, Changji Prefecture strengthened implementation of strictest water resource management system, strictly controlled "three red lines", and orderly promoted a series of policy measures such as water conservation and efficiency improvement, water reduction and land use reduction, and cleaning actions.Ecological environment of water resources has been improved, and degree of coupling and coordination has been enhanced.In the future, Changji Prefecture should improve water right distribution system, promote efficient agricultural water-saving technology, reduce irrigation area, carry out bioengineering construction and reduce mining output of groundwater, promote advantages and eliminate disadvantages, reform the old and innovate the new, give full play to maximum benefits of water resources, and achieve sustainable development of regional agriculture.
