Abstract: Food safety involves numerous links and multiple subjects with diverse interests, and changes in behavior of each subject in each link, driven by demand for benefits, may generate safety risks and affect food safety governance．In food safety governance, there is a contradiction between growing demand for food quality and safety and insufficient supply of safety．The frequent occurrence of food safety risks has a direct impact on people's life and health．Literature review method and summary induction method were used to review related studies, to provide a comprehensive review of food safety connotation, theoretical foundations and food safety risks, food safety information, and related literature on food safety governance．In the future, innovation of detailed research was done on implementation of multi-tool regulation by multiple subjects and giving full play to value of food safety information, to further improve China's food safety governance capacity, and to build a new paradigm of theoretical support and research on food safety risk and governance under cross-connection of multiple disciplines．
