Abstract: Based on panel data of 16 prefecture-level cities in Shandong Province from 2012 to 2021, an index evaluation system for agricultural science and technology innovation ability and agricultural high-quality development was constructed, coupling coordination degree model was analyzed．Results showed that coupling coordination degree of agricultural science and technology innovation ability and agricultural high-quality development in Shandong Province has been continuously improved, but still at stage of barly coupling and coordination．From perspective of regional division, ability of agricultural science and technology innovation, high-quality agricultural development, and coupling coordination degree were higher in coastal areas than inland areas, and Jiaodong economic circle was much higher than other economic circles．There were significant differences in the speed of improvement of coupling coordination degree in some areas of Shandong Province．In view of agricultural science and technology innovation ability and agricultural high-quality development level in Shandong Province, countermeasures and suggestions for strengthening innovation of agricultural science and technology system and mechanism, cultivating and strengthening main body of innovation, and promoting regional coordinated development were put forward, which were of certain significance to further improve agricultural development of Shandong Province．
