Abstract:
Based on existing fishing vessel management system, a case analysis method was employed to integrate internal and external conditions and development realities of Hainan Province's fishery industry.Six reform strategies were suggested including comprehensive rectification of unregistered or undocumented fishing activities, systematic rectification of fishing vessels with inconsistencies licenses, establishment of a public service information platform for fishing vessels transactions, exploration of reasonable allocation reforms for fishing vessel rights and obligations, introduction of large and medium-sized marine fishing vessels across sea areas, and promotion of demonstration pilot projects for new energy fishing vessels.Reform tasks and measures in six aspects of Hainan Province's fishing vessels management reform were systematically analyzed.Through choosing Hainan Province as a pilot region for fishing vessels management reform, summarizing experiences, and innovating models.It was aimed to enhance fishing vessels management level in Hainan Province, promote fishing industry high-quality development, and provide a replicable and scalable experience for national fishing vessel management reform.
