Abstract: Energy conservation and carbon reduction are crucial to rural revitalization and agricultural green development, and development of agricultural and animal husbandry circular agriculture is key ways．As a large agricultural region, Xinjiang Uygur Autonomous Region（Xinjiang for abbreviation）is rich in resources, but it also faces problems such as deterioration of agricultural production conditions and irrational purchase of resources．Under background of national promotion of modern agricultural construction in the western arid region, it is necessary to propose countermeasures for development of agricultural and animal husbandry circular agriculture in Manas River basin of Xinjiang from aspects of resource characteristics, management system, safeguard system, and technical training to optimize path and realize high-quality development of circular agriculture．
