乡村全面振兴背景下数字经济赋能陕西省农业增效与农民增收的路径与对策

Pathways and countermeasures for agricultural efficiency improvement and farmers' income growth in Shaanxi Province through digital economic empowerment under backdrop of rural comprehensive revitalization

  • 摘要: 为探究乡村全面振兴背景下,数字经济对农业增效、农民增收的赋能机制与实际效应,助力农业现代化发展,以陕西省为研究对象,基于2008—2024年省级面板数据,构建包含数字基础设施、农业数字化应用两大维度的数字经济发展水平评价指标体系,以及涵盖农业增效、农民增收的农业发展指标体系;采用熵值法测算各维度综合指数,运用双向固定效应面板回归模型,实证分析数字经济对陕西省农业增效、农民增收的影响路径与边际效应,并通过变量替换法开展稳健性检验。结果表明,数字经济通过数字基础设施和农业数字化应用双向驱动陕西省农业增效、农民增收,其中数字基础设施是基础性赋能因素,农业数字化应用是关键性赋能因素;在控制其他变量与固定效应的情况下,数字基础设施水平每提升1个单位,可带动农业增效36.5%、农民增收28.7%,农业数字化应用水平每提升1个单位,可推动农业增效46.0%、农民增收20.6%;陕西省数字经济发展水平与农业发展质量均呈逐年增长趋势,但仍存在数字基础设施建设覆盖不均、涉农数据共享不足及农业数字化应用区域差异显著等问题。提出持续完善农村数字基础设施、深化数字技术与农业全产业链融合、健全涉农数据共享机制和加强农村数字化人才培养等对策,为数字经济赋能农业增效、农民增收,推动农业高质量发展提供实证参考。

     

    Abstract: To explore empowerment mechanism and practical effects of digital economy on agricultural efficiency improvement and farmers' income growth, and to facilitate development of agricultural modernization under backdrop of rural comprehensive revitalization, Shaanxi Province was selected as research object.Based on provincial panel data from 2008 to 2024, a digital economic development evaluation index system was constructed including digital infrastructure and agricultural digital applications, while an agricultural development index system covering agricultural efficiency improvement and farmers' income growth was also established.Entropy method was used to calculate comprehensive index for each dimension.A two-way fixed-effects panel regression model was employed to empirically analyze impact paths and marginal effects of digital economy on agricultural efficiency improvement and farmers' income growth in Shaanxi Province.Robustness tests were conducted using variable substitution method.Research results have showed that digital economy drives agricultural efficiency improvement and farmers' income growth in Shaanxi Province through a two-way mechanism involving digital infrastructure and agricultural digital applications, with digital infrastructure serving as a foundational enabling factor and agricultural digital applications as a key enabling factor.Controlling for other variables and fixed effect, each unit increase in level of digital infrastructure can make agricultural efficiency improvement by 36.5% and farmers' income growth by 28.7%, while each unit increase in level of agricultural digital applications can make agricultural efficiency by 46.0% and farmers' income growth by 20.6%.Both digital economy development level and agricultural development quality in Shaanxi Province show a year-on-year growth trend.However, problems such as uneven coverage of digital infrastructure, insufficient sharing of agricultural-related data, and significant regional differences in agricultural digital application levels still persist.Targeted policy countermeasures have been proposed, including continuously improving rural digital infrastructure, deepening integration of digital technology with entire agricultural industrial chain, improving agricultural-related data sharing mechanisms, and strengthening training of rural digital talents.These suggestions provide practical references for digital economic empowerment to agricultural efficiency improvement and farmers' income growth, and to promote agricultural high-quality development.
