黑龙江省作物表型技术与装备创新链发展机制

Development mechanism of phenotype technology and equipment innovation chain for crops in Heilongjiang Province

  • 摘要: 在新一轮科技革命和产业变革背景下,以作物表型技术为代表的现代生物育种技术成为提升种业核心竞争力的关键。阐述创新链理论,剖析黑龙江省作物表型技术与装备创新链在基础研究、装备制造、应用推广等环节的发展现状,系统解析黑龙江省作物表型技术与装备创新链发展机制面临的核心问题,包括创新链存在链条脱节、主体能力与协同不足、要素供给短缺等问题。提出构建政产学研金服用协同创新机制,并设计全周期动态管理机制及人才、资本、数据等要素的支撑保障机制。基于此,从强化顶层设计、培育多元主体、完善要素市场和营造良好生态4个方面提出针对性的对策建议。

     

    Abstract: Under background of new round of scientific and technological revolution and industrial transformation, modern biological breeding technology, as represented by crop phenotyping technology has become key to enhancing seed industry core competitiveness.Innovation chain theory has been elaborated, and current development status of crop phenotyping technology and equipment in Heilongjiang Province has been analyzed across stages such as basic research, equipment manufacturing, and application and promotion.A systematical analyzing has been conducted of core issues currently facing development mechanism of this innovation chain, including disconnection within innovation chain, insufficient capabilities and collaboration among key actors, shortage in key factors' supply and so on.A collaborative innovation mechanism has been proposed, involving government, industry, academia, research institutions, financial institutions, service providers, and end-users, and a full-cycle dynamic management mechanism and a support mechanism for key factors such as talent, capital, and data have been designed.Based on this, targeted policy countermeasures and suggestions are proposed in four aspects: strengthening top-level design, cultivating multiple stakeholders, perfecting factor markets, and creating a favorable ecosystem
