Abstract: County-level agricultural service centers are important agricultural carriers that facilitate small farmers' access to modern agriculture, improve agricultural social service system, and implement rural revitalization．Taking Tongxiang City of Zhejiang Province as an empirical sample, a research method integrating field investigation, informal interviews, questionnaire surveys and data analysis were adopted, and field inspections centering on county-level agricultural service centers, grassroots service outlets and diverse agricultural business entities were carried out．Results indicated that county-wide agricultural service system has been basically established, and its service coverage and comprehensive service capacity have been continuously improved．Nevertheless, county was still confronted with development bottlenecks including incomplete coverage of service categories, a severe shortage of professional agricultural technicians, low-level market-oriented operation, and insufficient guarantees of essential factors such as land and capital．Based on agricultural resource endowments of Tongxiang, optimization paths were proposed from four dimensions: improving whole industrial chain service system, strengthening talent team construction, optimizing county-level service layout and consummating diversified resource guarantee mechanism, so as to break through development bottlenecks of county agricultural services and boost sustainable and high-quality development of county agricultural service centers．
