Abstract: As production of Shaanxi tea growing area and growing，as a representative product FU tea is the tea industry and consumer recognition，FU tea industrial park construction and development of tea culture will make FU tea industry development speed and quality is improved，and can make the Shaanxi tourism resources and enhance its cultural connotation，so as to realize the optimization of industrial structure as a whole.Construction pattern of cultural industry park was studied，regional factors of FU tea industrial park with SWOT analysis method were analyzed，problems faced by construction and development of FU tea cultural industry park were expounded，and countermeasures accordingly were put forward，realizing exploration of construction and development path of FU tea cultural industry park.
