Abstract: The only way to develop modern agriculture is realizing land circulation and appropriating scale management of agriculture.Based on factors affecting scale and speed of rural land transfer in Xi’an，sevral countermeasures were put forward which included creating an appropriate institutional and policy environment for development of the village collective economy，building a resource platform，strengthening business guidance，standardizing supervision and management，attaching importance to overall planning，and giving full play to the leading role of policies.
