Abstract: Southern Ningxia vigorously promoted the cultivation of plastic film mulching dryland farming technology，and it had achieved remarkable economic and social benefits.At present，agricultural plastic film residues were 21900 tons in Ningxia.‘White pollution’is becoming a serious problem.Government should set up a long-term mechanism，strengthen government supervision，strengthen processing enterprises，improve the recycling network，drive farmer participation，and gradually establish‘three guarantees’mechanism，that is propaganda and pick up rate，clean up the farmland mulching film，dot and recovery，convenient farmer to sell，enterprises and processing rate，enjoy policy support.The Ningxia Hui Autonomous Region people′s Government was in accordance with the‘three noes’，‘three double restraint’as the main basis for inspection and acceptance，and it would accelerate the pace of film pollution control in Ningxia.
