Abstract: According to framework and characteristic of poverty alleviation relocate pilot project of Tongwei county in Gansu province，and from consideration of soil and water conservation，balance of water and soil resources was researched according to migration area and resettlement area.Soil and water conservation measures of every area were put forward.Role of support and protection of water and soil resources for the project was discussed.
