Abstract: In view of water quality control plan and water resources utilization planning，planning function zoning of rural areas was analyzed.Sustainable development evaluation model of planning index system was established by fuzzy comprehensive evaluation method.Effect of water environment planning on rural functional zoning was analyzed.It provided theoretical basis for sustainable development of water environment in rural planning.
