Abstract: Under the background of new economy，low carbon agriculture is the inevitable choice of national agricultural construction.It is the proper meaning of realizing sustainable development of economy.At present，domestic and international low-carbon agricultural research literature is rich.Development of low carbon agriculture in foreign countries were researched from strategy selection，policies and regulations system，agricultural regulation means and financial support and other aspects of experience.Combined with actual development of low carbon agriculture in Zhejiang province，development countermeasures of low carbon agriculture in Zhejiang were put forward.
