Abstract: Talent is the key to develop production and management.“One Belt and One Road”provided convenient conditions for China′s agricultural development and transnational operations.Shaanxi universities focused on training personnel for transnational operations and have a high degree of compatibility with the country′s agricultural development path.Requirements of national agricultural development for cultivation of agricultural multinational management talents in Shaanxi universities were analyzed，and specific strategies for cultivating agricultural multinational talents were discussed deeply.
