Abstract: Rise of Taobao village is reflection and inevitable result of development of e-commerce gathering.Small-scale peasant economy，low organization，low risk of dealing with market and lack of e-business knowledge，decide that e-business of rural electronic commerce must take road of agglomeration development.Gathering and development of e-commerce in rural areas is indispensable for the government′s role.In development of rural e-commerce gathering，government plays a role in strengthening infrastructure construction，planning guidance，policy support，organization construction，publicity and guidance.Leshan had made many achievements in promoting development of rural e-commerce，but trend of agglomeration development had not yet appeared.Government needed to play a positive role in promoting development of rural e-commerce in Leshan.
