Abstract: Construction of pastoral complex is of great significance for cultivating new kinetic energy in agricultural and rural development，accelerating integration of urban and rural areas，and promoting historic changes in agriculture and rural areas. Concept and planning design of pastoral complex were described，pastoral complex projects in Baoshan town of Beijing Huairou district and Taizhou city of Jiangsu province were taken as examples，new model of rural landscape development in pastoral complex was studied.
