Abstract: China is a big agricultural country.There were many problems in management of farmland water conservancy project in new period.Only by giving full play to advantages of farmland water conservancy management，benefits of modern farmland water conservancy management could be improved to a certain extent and efficiency of farmland water conservancy project management could be ensured.Farmland water conservancy project is inevitable trend of future development.Studying its cost budget and cost control model is of great significance to reduce expenditure of farmland water conservancy project.Cost control content of farmland water conservancy project was analyzed，which was of great significance to promote development of farmland water conservancy project.
