Abstract: Soil pollution and waste was serious in the mining area of northern Shaanxi province.Topsoil in experimental mining area was constructed by using method of soil organic reconstruction.Construction of farmland was done through land improvement engineering measures and ecological restoration was achieved.Taking land development project of Paijie village，Sunjiacha town，Shenmu county as an example，popularization and implementation of topsoil construction technology in mining area was systematically expounded，which had reference significance for mining area management in northern Shaanxi.
