Abstract: With gradual deepening of rural revitalization strategy，development model of“agriculture + cultural innovation + tourism”has attracted much attention，and establishment of Ministry of Culture and Tourism has greatly promoted high quality improvement of regional industries.An evaluation index system for integrated development of agriculture-culture-tourism industry was constructed，and traditional coupling and coordination model was improved to apply to empirical evaluation of coordinated development of agriculture-culture-tourism industry in Shandong province.Coordinated development level and evolution of agriculture-culture-tourism industry in 17 cities in Shandong province was studied，and coordinated development of agriculture-culture-tourism industry in different regions under the“two circles and four zones”pattern was discussed.Results showed that overall development of agriculture-culture-tourism industry in Shandong province was good，and degree of coupling and coordination has increased steadily.There was a large gap in the level of coupling and coordination between agriculture-culture-tourism industry in various cities and regions of the“two circles and four regions”，but the trend was narrowing，and coordinated development situation was good.
